Title: The Project deals with the construction of a Sea Wave Power Plant from sea waves (sea waves Energy).
Country: Côte d’Ivoire
Geographical situation: The project will geographically be located in the Southern Bandama or Bas Sassandra coast, and in Grand Lahou or in Sassandra.

Targeted sector: CDM large scale Project s: Energy production by a station supplied by sea waves.
Status and phase of present project
Project Conception: Ideas in progress
Technical studies / preliminary financing: Achieved
Feasibility Studies: In progress
Project start date: June 2009
Project life span: 30 years
Reckoning period: 21years
Environmental problems: Generally, the production of Energy in Côte d’Ivoire is of thermal and interconnected type. Gas over-use generates greenhouse effect. The production of electricity from Sea waves will allow to reduce or avoid some of these gases.
Projects targets: The Project aims at producing green electricity from Sea waves to avoid greenhouse gases. The Energy production should allow to meet national and international demand
Context
The inshore erosion by rivers’ embankment, sand exploitation, harbor amenities and the increase of sea levels are approaching at high speed and at alarming proportions in Grand Lahou, in Abidjan ( Port Bouët Bay) and in Grand Bassam.
The effects of this erosion threaten the Ivorian socio-economic interests.
Besides, the diagnosis of electric production showed that there is no respect of commitments taken with the export. More, risk of powercuts is facing national demand that is growing higher.
The achievement of this Sea wave Energy project with its CDM projects will allow:
1 - to respect the export promises
2 - to achieve interconnection projects expected (with Liberia) in the framework of West African Power Pool(WPP)
3 - to strengthen the coasts and to stop inshore erosion.
4 - to face the national demand.
Without the CDM this vast project will not be achieved.
Financial Aspects
- Studies linked to environmental impact and feasibility are in progress.
- Some administrative steps are under progress for the acquisition of sites to settle the power station and will lead to a long lease.
- Negotiations are in progress for the signature of the ERPA Agreement, a European partner, for the purchase of the URCES until 2012.
- Joint Venture Contract is under progress with SDE, an Israeli partner, owner of the SEA WAVE Technology.
- Negotiations are envisaged with the Officials of Energy sector to set up a BOOT or sign a purchase contract for 25 years.
Technology to use
The generator to install has a capacity of 100 MW
This Power Station comprises the following materials:
- Floating platforms ou buoys
- Hydraulic systems
- Generators
- Pipe system.
Some plans are necessary for the elaboration of the project. After the construction, the implementation work will require the signature of contracts with suppliers, subcontractors concerning maintenance and security. Discussions with the State, in progress, will lead to the sale of electricity to the national Energy network and export some.
Estimated results: For identified sites
Yearly estimate of avoided or reduced emissions: 400.000 tons equivalent of CO2
Methodology: ACM 0002/version 07, Sectorial Scope 01 EB 36
Project contribution:
This project will contribute to:
- Create various socio economic activities
- Develop social, local and national quality of life
- Create jobs
- Improving the life of those who will have access to electricity
The Sustained development Strategy and the country’s priorities:
- Meeting national demand in electricity and to respect the commitments taken with export
- Reducing fossil fuels costs
- Reaching the objectives of the millennium
- Strengthening coasts damaged by inshore erosion
- Protecting the environment.
